China has ended a long-standing value-added tax (VAT) rebate for gold retailers, a move analysts say could lift consumer prices and dampen demand in one of the world’s largest gold markets.
The new rule, effective this November and announced by the Ministry of Finance, prohibits retailers from claiming VAT deductions when selling gold sourced from the Shanghai Gold Exchange. It applies to gold sold as raw material, investment products such as high-purity bars and coins, jewelry, and industrial materials.
The policy shift is expected to raise retail gold prices by removing a key tax offset, potentially curbing consumption at a time of already fragile economic sentiment. According to Bloomberg, the change is aimed at boosting fiscal revenue as China grapples with slowing growth and a protracted property downturn.
Still, some industry sources suggest the impact on gold jewelry sales may be limited. They note that the new rule mainly targets investment gold transactions, while consumer jewelry purchases remain under previous tax arrangements. The ministry also clarified that VAT exemptions for gold traded on the exchange will remain intact.
The policy update comes amid volatile but historically high global gold prices, which recently fell in their sharpest decline in a decade yet held above $4,000 per ounce. Many analysts believe gold could test the $5,000 mark, supported by central bank purchases, expectations of U.S. rate cuts, and geopolitical instability.
China’s removal of the gold tax break could introduce fresh volatility into global markets and reshape gold trade flows, as shifts in local demand and pricing influence international liquidity and investment patterns. Market participants are advised to monitor how the tax change filters through to retail prices and cross-border capital movement in the coming months.
