The Defense Industrial Base Consortium (DIBC), under the U.S. Department of Defense, recently issued a project solicitation announcement, marking a strategic acceleration by the Trump administration to rebuild core components of the domestic defense supply chain. By focusing on four strategic metals—indium, manganese, magnesium, and titanium—that have long relied on external sources, the U.S. seeks to leverage phased screening and fiscal incentives to drive the localization of the entire industrial chain, from mining to recycling. According to the U.S. Geological Survey, all four metals are classified as critical minerals, meaning they are essential to national security and economic security, and their supply chains are highly vulnerable to disruption risks from external factors.
According to the solicitation document formally released last Friday, the project submission deadline is set for September 17. Eligible projects may cover the entire industrial chain, from upstream mining and processing and refining to downstream alloy manufacturing and recycling. This solicitation is the third special investment initiative conducted by the DIBC around critical minerals and advanced defense technologies since mid-2025. Tripp Hornick, a government funding expert at Quince Street Strategy, noted that with the finalization of the fiscal year 2027 defense budget, the amount of available funding is expected to become clearer.
Multiple Domestic Companies Position Themselves, Covering Core Areas of Titanium, Manganese, and Magnesium
It is understood that multiple U.S.-based companies with development capabilities in the above critical minerals are actively positioning themselves. In the titanium sector, IperionX (IPX) owns the Titan Critical Minerals Project in Tennessee (spanning over 11,000 acres, rich in titanium, rare earths, and zircon sand), and is simultaneously building a titanium metal production line in Virginia. The project completed its final feasibility study in 2026 and has secured Department of Defense orders. In the manganese sector, Electric Metals (USA) Ltd is the only company explicitly advancing domestic manganese mining and battery-grade processing. Its Emily deposit/North Star project in Minnesota represents the highest-grade manganese deposit in North America. In 2026, the company initiated evaluation work for downstream high-purity manganese sulfate and electrolytic manganese facilities, with target annual production capacity planned at 100,000 tons of high-purity manganese sulfate and 10,000 tons of electrolytic manganese metal. In the magnesium sector, Arkansas Magnesium, a joint venture between Magrathea and Tetra Technologies, completed construction of a primary magnesium smelter in Lafayette County, Arkansas, in June 2026—the first facility of its kind in the United States in nearly half a century. The plant uses an underground brine electrolysis process to produce magnesium metal with a purity of no less than 99.9%. Given that the U.S. previously had no commercial-scale primary magnesium smelting capacity, the commissioning of this project is regarded as a critical step in rebuilding the domestic magnesium supply chain.
