Short-Term Pressure and Long-Term Opportunity Coexist for Semiconductor Stocks, BofA Recommends Eight “Enhanced Buy” Targets

Bank of America Securities holds a cautious view on the short-to-medium-term outlook for the semiconductor industry, citing multiple factors including rising interest rates, tightening data center regulations, concerns over financing models, and crowded positioning. The firm believes the Philadelphia Semiconductor Index still has approximately 10% room for downside correction. However, the bank explicitly states that this potential decline is not a signal of trend reversal, but rather a rare entry opportunity. Its long-term bullish thesis remains unchanged, underpinned by the strong expectation that the AI data center market will expand to USD 1.8 trillion by 2030, as well as the chip sector’s exceptionally high earnings growth rate, making current valuations still attractive.

As Nvidia prepares to release its quarterly report after the market close on Wednesday, the analyst team led by Vivek Arya at Bank of America Securities is sending mixed signals to the market. The firm points out that the Philadelphia Semiconductor Index (SOX) still faces approximately 10% downside in the near term, but this potential pullback is precisely viewed as a deployment window for “enhanced buying.” The BofA analysis team has outlined four major short-term headwinds suppressing the semiconductor sector. First, the climb in long-term interest rates constitutes systemic pressure, with the U.S. 30-year Treasury yield recently touching 5.33%, a new high since 2007. Second, the “NIMBY effect” for AI data centers is heating up, with New York State having suspended approvals for large-scale projects, Pennsylvania introducing strict regulations, and Texas conducting comprehensive audits of grid access. Third, the market has raised concerns over the financing models adopted by Nvidia and other giants for their clients and suppliers, worrying that such practices may dilute earnings quality. Fourth, institutional investors’ overweight position in semiconductor stocks relative to the S&P 500 stands at 13%, creating additional supply-side pressure.

Arya notes that if the SOX index falls another 10%, its forward price-to-earnings ratio would retreat to approximately 20 times, on par with the S&P 500, whereas the previous AI frenzy had pushed the index from a discount to a premium level. Although the fundamentals do not fully support a decline of this magnitude, such a pullback would bring valuations back to a relative discount level seen before the launch of ChatGPT, while the other side of the ledger presents a highly attractive picture.

Eight “Enhanced Buy” Targets

Despite short-term pressures, BofA explicitly identifies the following eight semiconductor stocks as “enhanced buy opportunities”: Nvidia (NVDA), Marvell Technology (MRVL), Micron Technology (MU), Lam Research (LRCX), AMD (AMD), Intel (INTC), Analog Devices (ADI), and ON Semiconductor (ON). The firm emphasizes that the seasonal strength in the fourth quarter and the first quarter of 2027 will provide strong upside catalysts for these stocks.
